This RFQ is closed - The City of Virginia Beach, in collaboration with the Historic Kempsville Citizens Advisory Committee, is accepting qualifications from professional artists or teams of artists to create a dynamic, site-specific work that reflects the historical significance of the Historic Kempsville area which includes the histories of many cultures who have made it their home.
